Abstract
The following is an excerpt from a talk given by the author as part of NASA’s efforts to document the development of the X-33. The Strategic Defense Initiative Organization (SDIO) Single-Stage-To-Orbit (SSTO) Program was a predecessor to the X-33, even though two different agencies undertook the two programs.
